M2 is proposing a new residential-led development at Greendykes on land allocated for housing in the West Lothian Local Development Plan.
The image below shows the area of our proposed planning application and includes land on both sides of Greendykes Road/ North Greendykes Road.
We are proposing housing only on the land on the west side of the road. This comprises land allocated in the local development plan for 590 homes under site allocation H BU-8 – Greendykes Road West.
Land on the east side of the road is included to be a proposed new gateway park for Broxburn residents.
The boundary also includes areas of the community woodland to provide enhanced links and routes to schools, etc.
We look forward to sharing more details of our proposals as the pre-application consultation process progresses.
M2 intend to submit an application for planning permission in principle (PPP). This will outline the main areas for housing and other supporting uses, movement routes, landscaping, infrastructure and other key masterplan principles for the site.
Further detailed issues, including the detailed design and layout of the proposed new homes, will come forward as subsequent applications informed by the PPP permission.

Our Public Consultations
M2 submitted a Proposal of Application Notice (PAN) to West Lothian Council on 15th May 2024, signifying our intention to bring forward proposals for residential-led development at Greendykes.
The PAN notice commences the 12-week minimum statutory pre-application consultation period and outlines the community engagement we will be undertaking in advance of submitting the planning application.
The general description of development on the PAN notice is for:
“Proposed residential-led development with potential for minor retail and/or ancillary commercial/community facilities, open space, landscaping, active travel routes, access, parking and associated services, infrastructure and works”.
Drop-in Public Consultation Events
We will be holding a series of pre-application consultation events this summer. At these events, you will learn more about our proposals for Greendykes and provide us with your views and feedback to help inform the development proposals. Members of the project team will be on hand to discuss the proposals and answer any queries.
Event 1
A first drop-in consultation will take place on:
19th June 2024 (3pm – 7:30pm)
at the Broxburn United Sports Club, Albyn Park, Greendykes Road, Broxburn, EH52 5BP.
At this first event, we will present our initial findings about the site and explore some initial ideas and principles for development around the key themes of Movement, Spaces, Resources, and Civic & Stewardship from the national place-standard tool.
We hope you can attend to learn more. We will ask the community for their early ideas and comments on the principles of the proposed development. We hope the community of Broxburn will engage in this pre-application consultation process so we can ensure our Master Plan reflects the views and input of everyone in the area.
A feedback form will be available to complete at the event or can be completed online from 19th June to provide us with your views.

The next formal public consultation will be on the 28th August at BUSC – times to be advised, but in the meantime the team will continue local engagement in the community throughout the summer.

28th August 2024 (3pm-7:30pm)
at the Broxburn United Sports Club, Albyn Park, Greendykes Road, Broxburn, EH52 5BP.
At this second event, we will share the community views and input we received from the first consultation event, and present more detailed masterplan ideas for the site, informed by your feedback.
